DEO Pulwama for strict compliance to MCC

PULWAMA — After the Election Commission of India announced dates for the Lok Sabha election 2019, District Election Officer Pulwama, Syed Abid Rasheed Shah (IAS) today held a meeting with district officers and representatives of various national and regional political parties and apprised them about Model Code of Conduct (MCC) guidelines.

The meeting focused on ensuring better compliance towards MCC, which came into effect immediately after the election dates were announced.

The DEO informed the representatives of political parties about the MCC and urged them to follow the rules strictly. He also apprised them about the prohibited and permitted activities during the enforcement of Model Code of Conduct.

He said that all the arrangements have been put in place to ensure free and fair elections and added that different committees have been constituted to check the implementation of MCC.

He said that the committee members have been briefed about the Model Code of Conduct and their role in monitoring the expenditure, putting up of flags and banners by political parties and other activities.

He also informed the party representatives about the different initiatives of Election Commission of India which include Citizen Vigilance (C-Vigil) App, through which any voter can inform ECI about any violation of MCC during the elections. The smartphone application would also enable people to lodge complaints regarding violation of MCC.

He further informed them about “SUVIDHA” which would facilitate the candidates and political parties to apply for different types of permissions (meetings, rallies, vehicles etc) online.

He further informed about “1950” Toll Free number which enables voters to enquire and register complaints regarding their EPIC and voter status. “1950” also connects people with District Contact Centre.

Meanwhile, he also shared information regarding final electoral roll and polling stations. He said that special provisions have been put in place for persons with disabilities.

The DEO said that political parties are initiators of reforms and act as agents for mobilizing people and electors, enabling them to express their political choice. He added that political parties are the most important stakeholders in its endeavor to strengthen electoral democracy while appealing all the political parties not to violate the Model Code of Conduct.

Later, the DEO also chaired a separate meeting of all district officers designated as Nodal Officers regarding different activities in the district for smooth conduct of Lok Sabha Elections 2019.

On the occasion, he asked the Nodal Officers to perform their duties with utmost dedication and strictly adhere to the guidelines of ECI. He directed the officers to work in close coordination so that the elections are conducted successfully in a free, fair and transparent manner.

The DEO urged the officers to follow the guidelines as mentioned in the MCC compendium so as to ensure the free and fair elections. He stressed upon the management and proper security of EVMs and directed the officers to set up strong room for the EVMs.

The DEO took stock of various activities assigned to different Nodal Officers and discussed each activity in detail. The activities included plan of SVEEP activity, law and order, health and medical facilities, training management & preparation of EVMs/VVPATs, material management, transport plan, media and communication, Paper/Dummy Ballot besides other activities of upcoming General Elections. He instructed everyone to be very particular about their responsibilities.
