Srinagar: Ladakh Autonomous Hill Development Council has announced the LAHDC Recruitment 2018 for 147 District Cadre Posts.
The LAHDC Recruitment 2018 for 147 District Cadre Posts was announced through Advertisement Notice No. 02 of 2018 under Jammu and Kashmir Special Recruitment Rules, 2015 notified vide SRO 202 of 2015; Dated: 30th June, 2015.
The total number of posts advertised under this recruitment are more than one hundred. Precisely, 147 posts have been advertised.
The Opening Date of Receipt of Application Forms is 16-04-2018 while the Closing Date of Receipt of Application Forms is 16-05-2018.
Applications for LAHDC Recruitment 2018 for 147 District Cadre Posts are invited from eligible candidates belonging to District Leh. Minimum required qualification; reservation quota and other conditions pertaining to each post are as follows:
Permanent residents of J&K State hailing from Leh District.
(a) Age as on 01-01-2018 should not be:
(i) below the age of 18 years; and
(ii) above the age of:
(I) 40 years in case of Open Merit and other category candidates.
(II) 43 years in case of RBA / ALC / SOC / SC / ST candidates.
(III) 42 years in case of Specially Abled candidates.
(IV) 48 years in case of Ex-servicemen.
(V) 40 years in case of candidates already in Government Service / Contractual employees and;
(b) Possess the prescribe academic / professional / technical qualification as envisaged in the Recruitment rules of the indenting department and fulfill all other conditions of eligibility for the posts by or on the closing date of receipt of application forms i.e, 16-05-2018.

How To Apply? The interested candidates should note the following before applying to this posts.
(I) The application forms for LAHDC Recruitment 2018 for 147 District Cadre Posts should be filled neatly and legibly as per prescribed format of LAHD-SSRB, Leh appended at the Annexure “A”.
(II) The recent photograph must be sized to the space indicated and must be signed by the applicant.
(III) Photocopies of relevant certificates required to be submitted with the complete application form must be duly self-attested.
(IV) One self-addressed envelope of 5″x10′ size with a stamp of Rs. 05 for local and Rs. 22 for outside of the District.
(V) Under process claim at any stage will not be entertained.
Examination fee of Rs. 100 for each post shall have to be deposited through any of the branches of Jammu and Kashmir Bank, in favour of LAHD-SSRB, bearing account number 0069010200000771, opened with JK Bank Main Branch, Leh. The receipt challan must be attached with the application form.
Candidates applying for more than one post under the same advertisement notification need not to submit application form separately for each post. A single application form indicating the post for which they intent to apply is sufficient. However, the candidate only needs to submit the 2nd page of application and examination fee separately for each post.
Terms & Conditions of Appointment:
The candidates appointed against the posts should be governed by Jammu and Kashmir Special Recruitment Rules, 2015 notified vide SRO 202 which is reproduced as under;
Rule 8 of SRO 202:
I. A person appointed under these rules shall be initially on probation for a period of five years and after completion of five years, his service shall be declared as permanent subject to passing of such tests, or successfully undergoing such training as provided under the Jammu and Kashmir Civil Services (Classification, Control and Appeal) Rules, 1956 or as prescribed under the relevant recruitment rules governing the post / service to which he has been appointed.
II. The appointee shall have to necessarily work for a period of five years on the post against which he has been appointed and such appointee shall not be eligible for transfer for whatsoever reason during the temporary service of five years; Provided that any person appointed against any available vacancy on the basis of being a resident of backward area or an area adjoining Line of Actual Control shall serve in such areas for a period of not less than seven years.
Rule 9 of SRO 202:
I. Fixation of Pay: During the period of first five years, the appointee shall be entitled to the minimum of scale of pay along with the grade pay applicable to the post against which he is appointed.
II. Every appointee shall after completion of five years period on probation be entitled to fixation of pay in the time scale of pay applicable to the post against which he is appointed.
Rule 10 of SRO 202: Increments, Dearness Allowance and other Allowance:
I. The persons appointed under these rules shall be entitled to annual increments, Dearness Allowance, House Rent Allowance and City Compensation Allowance after successful completion of their five years service on consolidated salary.
II. These appointees shall be entitled to the benefits under the Medical Attendance Rules and Leave Rules from the date of their appointment.
III. Other conditions of service like age, qualification, discipline, conduct and other allied matters, a person appointed under these rules shall be governed by the recruitment rules of the service to which the post occupied by him belongs, besides other rules, regulations and orders in vogue in the State Civil Services in general.
Note: Candidates must possess the minimum required qualification at the time of submitting the form for LAHDC Recruitment 2018 for 147 District Cadre Posts. Any claim regarding qualification made after the closing date for receipt of application forms shall not be entertained. The last date of receipt of application shall be the cutoff date for determining the eligibility.
A candidate found guilty of impersonation or submitting fabricated / tampered documents / testimonials or making statements which are incorrect or false or suppressing material information including canvassing / lobbying shall be debarred permanently or for a specific period, from being considered for any or all recruitment made by the Board.
Ordinarily, the board, in accordance with Council Regulation No: LAHDC-Leh/2/1996 para 10 (ii) shall restrict the number of applicants appearing for interviews to five times the number of post vacancies. Interviews will be held only after evaluation of the Written / Practical Tests and Preliminary Screening. The prescribed qualifications reflect the bare minimum requirements of the job and mere possession thereof shall not entitle a candidate to be called for Written / Practical Test / Interview and also grant weightage to the higher qualification in relevant line / discipline as may be decided by the Board.
The call letters shall be dispatched by the board in the self-addressed envelope submitted by the applicant along with the application form. The candidates are advised to exercise due care while writing address on the envelop.
Those candidates, who desire to collect their Roll No by hand directly from the office of the Board, can collect the same. The schedule for by hand & by post dispatch will be notified separately by the board before conduct of the Written Test.
The Board shall give wide publicity through print, electronic media and official website of Leh District about venues and dates for Written / Practical Test and Interview for eligible candidates. However, it is the responsibility of applicants to be aware of this information.
Applicants for LAHDC Recruitment 2018 for 147 District Cadre Posts are advised to contact the office of the Deputy Director, Employment, Secretary Leh Autonomous Hill Development — Subordinate Services Recruitment Board, after 15 days of closing date to confirm date and times of Interview. Applicants are also advised to regularly visit the official website of Leh District for updates.
No claim of being unaware of the dates / schedule for Written / Practical Test and Interview shall be entertained.
The candidate must produce the original qualification / Category certificate / Bonafide certificate in case of qualification obtained outside the J&K State before the committee constituted for Oral Test or as and when the Board may call such documents so that their eligibility for participation in the Interview is verified.
Any candidate who fails to produce the relevant original documents / testimonials on the scheduled date shall not be allowed to appear in the Interview.
In-service candidates should route their application forms through proper channel. However, an advance copy, along with all required documents, shall reach the Board on or before the closing date for receipt of application. The Head of Department concerned shall forward the application from of the in service candidates to the office of Secretary, Leh Autonomous Hill Development – Subordinate Services Recruitment Board, Leh within 05 days after the last date of filling of application form.
The horizontal reservation for Ex-Servicemen and Specially Abled Persons to the extent of 6% and 3% respectively would mean the reservation which would cut across the vertical reservation and the persons selected shall have to be placed in the appropriate category by making necessary adjustment.
In respect of Specially Abled Persons the reservation shall be available only for Services, Posts and Type identified for the purpose by the competent authority under the provisions of Jammu and Kashmir persons with Disabilities (Equal Opportunity, Protection of Rights and Full Participation) Act, 1998 and to the extent specified therein read with Government Order No: 147-SW of 2014; Dated: 17-06-2014.
The horizontal reservation to the extent of 6% of the available vacancies shall be provided to the Ex-Servicemen against such posts only where the maximum of the pay scale does not exceed Rs. 10,500 (Pre-revised).
The posts advertised in this Notification are subject to increase or decrease.
Instruction for Delivery of Application Forms:
Candidates are advised to deposit the application form complete in all respect in the office of the Secretary, Leh Autonomous Hill Development – Subordinate Service Selection Recruitment Board by or before last date i.e, 16-05-2018.
Applications received for LAHDC Recruitment 2018 for 147 District Cadre Posts after the closing date by hand or by post will not be accepted. Application forms incomplete in any respect shall be rejected without notice. Also, no TA / DA will be paid to the candidate.
The syllabus for the aforementioned posts shall be notified separately within a week time from the date of issuance of this notification and will be available on the official website of Leh district.
