SRINAGAR — More than 1400 employees of Local Bodies Department Kashmir are presently under the radar after a committee constituted by the government submitted adverse reports against them.

Sources told CNS that the J-K Government vide Order No. 103 JK (HUD) of 2021; Dated: 07-07-2021 constituted a high-level committee comprising three members to investigate the illegal appointments in 40 Municipal Committees across the Valley.

Reliable sources told CNS that after conducting an enquiry into the illegal appointments, the committee submitted an enquiry report to the government in which they have found that the appointments/regularizations were made without availability of substantive posts and without knowing the source of salary to be paid to these appointees.

Committee also mentioned in their report that all these illegal appointments have been made without adopting any procedure by officers/officials or authorities who were not mandated to do so.

The committee is of the view that these appointments and regularizations since 2001 onwards have been done by the office bearers who were not mandated to exercise this authority so the government may take appropriate action in light of the report.

The committee has recommended that the officers involved shall be sternly dealt as per rules for the dereliction and callousness, which has eroded all the rules and regulations and has made such a vast number of engagements over the period of time, not giving weightage even to the qualification and other important parameters required.

Meanwhile, the report has been submitted to the government which is still pending for further decision. However, the committee has proved that all these appointments are illegal and recommends action against them as well as the appointees.

Pertinently, all these employees are presently working in the Municipal Committees and Counsels and are also receiving salaries, although Crime Branch Kashmir has already registered an FIR regarding the same but till date, no employee has been found accused in the same case.
