CRPF involved in stone-pelting, police in eve-teasing, cheating: Police via RTI Plea

Srinagar: Believe it! The state police have registered around 450 cases against the law enforcing agencies for offenses including stone-pelting, eve-teasing and killings. Police has also registered cases against some of its own men for their “involvement in robbery, rioting, timber smuggling, cheating, eve-teasing, burglary and criminal conspiracy”. In 2009 (under FIR No 62/2009), a case was registered against CRPF (under section 336, 427, 341, 323, RPC) for stone-pelting. However, the present status of the case has been shown as “untraced” by the investigating authority. Interestingly four more cases of similar nature (stone-pelting) were filed against CRPF in Safakadal Police Station in 2010 at the height of unrest. The present status of the cases has been shown as “under investigation.” Police has also filed a case against a constable on charges of stone-pelting in Safakadal Police Station. The charge-sheet has been filed in this particular case (FIR No 127/10). The information was disclosed by the police in response to an application filed under RTI Act by Khuram Parveez, member of coalition of civil society and known human rights activist. In Police station Saddar in uptown Srinagar four FIRs of rioting and robbery were filed against CRPF personnel in 2010. But Police are yet to file the chargesheet. Similarly, police, in 2009, registered cases against 44 Battalion CRPF (FIR No 64/29) in Police station Nowhatta for breaking window panes and “outraging modesty” of women. The present status of the cases has been shown as “untraced.” In police station Zadibal (FIR No 29/2012) a case has been filed against an Assistant Sub-Inspector of Police (ASI) for rioting under section 147, 148 RPC. The chargesheet has been filed in this case. In Sopore area of North Kashmir nine FIRs have been registered against different units of the CRPF and army under section 302 and 307 of Ranbir Penal Code during 2009 and 2010 for opening fire on protestors. All the cases are under investigation. Police have also filed an FIR against Army for unprovoked firing on protesters in Kupwara area and another one for committing “atrocities against villagers in Beerwah area of Budgam.”
