Srinagar: MLA Langate Engineer Rashid Tuesday filed four resolutions in Assembly Secretariat which includes clemency to Afzal Guru, revocation of Armed Forces Special Powers Act, inclusion of UJC and Hurriyat Conference in dialogue process and control of power projects from NHPC.
The first resolution moved by Rashid reads: “Let the house resolve that Afzal Guru be granted amnesty on humanitarian grounds against the death sentence granted to him by Hon’ble Supreme Court of India for his alleged involvement in the 13th December 2011, attack on Indian Parliament.”
The last time Rashid brought a resolution on the matter during the autumn session of the House in October 2011, it was not voted on.
Speaker Legislative Assembly, Mohammad Akbar Lone had last week said that according to the Assembly rules, if a resolution gets lapsed in one session it can’t be brought back in the next session. “If some member brings the bill, it won’t be entertained,” Lone had said.
The MLA Langate’s second resolution moved to the Assembly Secretariat reads: “Let the house resolve that Armed Forces Special Powers Act be removed from whole Jammu and Kashmir State.”
Chief Minister, Omar Abdullah had last year said, “Since there has been gradual improvement in the situation with the passage of time and the process of improvement is going on as such my endeavour would be to continue to work for revocation of AFSPA and other laws.”
Rashid’s third resolution is about the inclusion of UJC and separatists in dialogue process. “Let the house resolve that United Jihad Council, All Parties Hurriyat Conference and elected representatives be included seriously in the dialogue process for the final resolution of Kashmir issue.”
Engineer Rashid’s last resolution is on control of hydro power projects in the state. “Let the house resolve that all the power projects of Jammu and Kashmir under the control of National Hydroelectric Power Corporation (NHPC) and other agencies be given back to State government with immediate effect,” the resolution, a copy of which lies with KNS, reads.
Rashid said, “I had hoped that National Conference and Peoples Democratic Party will move these resolutions in the Assembly. I was waiting till today. I have put things on record by moving these resolutions.”
He claimed that NC and PDP weren’t well wishers of Kashmiris. “They shed crocodile tears. But when reality comes they never support Kashmiris,” Rasheed claimed.
The Secretary Assembly, Mohammad Ramzan confirmed that they have received the resolutions via fax. “Whatever procedures under law are will be followed,” he added.
