J&K govt offers Rs 2 lakh for rape, Rs 3 lakh for rape in police custody

Srinagar, August 18: The Omar Abdullah government has brought out a compensation chart that classifies rape victims into different categories, as also cases of death, drawing criticism from both the opposition as well as coalition partner Congress.
Under the “revised victim compensation scheme”, a rape victim gets Rs 2 lakh while a woman raped in police custody gets Rs 3 lakh.
Similarly, the family of a person who dies of torture in police custody gets Rs 3 lakh — Rs 1 lakh more than death in other cases.
The chart was issued after a cabinet meeting chaired by CM Omar Abdullah. Top ministers did not elaborate on what basis these compensation figures were fixed.
State Congress chief Saif-uddin Soz said, “I am not in the government. But in my opinion, the cabinet should not have mentioned rape and its compensation because rape is not acceptable to any civilised society.”
But Congress leader and Medical Education Minister Taj Mohidin said, “We know we are stirring a hornet’s nest. Rape or death can’t be compensated. But (Supreme) Court has given directions.”
PDP spokesperson Naeem Akhtar attacked the government, saying, “They have converted atrocities into commodity. This is demeaning to the people of Kashmir.”
Compensation
Rape: Rs 2 lakh
Rape of minor: Rs 3 lakh
Rape in police custody: Rs 3 lakh
Death: Rs 2 lakh
Death due to torture in police custody: Rs 3 lakh
Loss of limb (80% disability): Rs 2 lakh
Loss of limb (between 40 and 80% disability): Rs 1.5 lakh
Acid victims (total damage): Rs 3 lakh
Acid victims (partial damage): Rs 2 lakh
Injury (women and child victims of trafficking): Rs 1 lakh
