Srinagar: Jammu and Kashmir Relief & Rehabilitation Commissioner has announced the J&K Migrant Relief & Rehabilitation Recruitment for 50 Class-IV Posts.

An Advertisement Notification No. 01 of 2018; Dated: 21-02-2018 has been issued in this regard for Advertisement of Divisional Cadre Class-IV Posts under Jammu & Kashmir Migrants (Special Drive) Recruitment Rules.

The References for J&K Migrant Relief & Rehabilitation Recruitment for 50 Class-IV Posts include the following:

i) Government Order No: 58-DMRR&R of 2017; Dated: 29-07-2017.

ii) Jammu & Kashmir Kashmiri Migrants (Special Drive) Recruitment Rules notified vide SRO-412 of 2009; Dated: 30-12-2009 read with SRO-425 of 2017; Dated: 10-10-2017.

iii) Government Order No: 97-DMRR&R of 2017; Dated: 13-11-2017.

Date for submission of Application Forms shall start from 26-02-2018 and last date for receipt of Application Forms shall be 21-03-2018.

Applications on prescribed proforma given at Annexure-‘A’ (provided at the end of this article) are hereby invited for J&K Migrant Relief & Rehabilitation Recruitment for 50 Class-IV Posts from the Kashmiri Migrants / Pandits as defined under SRO-412 of 2009; Dated: 30-12-2009 read with SR0-425 of 2017; Dated: 10-10-2017:

I. A permanent resident of J&K State.

II. Is having age as on 01-01-2018

a) Not below 18 Years; and

b) Not above:

1. 40 Years in case of Open Merit
2. 43 Years in case of SC / ST / RBA / ALC candidates
3. 42 Years in case of Physically challenged candidates
4. 48 Years in case of Ex-Servicemen.

III. Is in possession of the prescribed academic qualification and fulfills all other eligibility conditions wherever required by or before the last date of submission of application forms.

IV. The last date for submission of application forms as prescribed above shall be the cut-off date for determining the eligibility to apply for the post. The caste / other reservation certificates shall also hold validity till the last cut-off date.

V. Candidates have to fill separate application form for separate departments.

VI. Application fee is Rs. 100/- for OM / RBA / OSC / ALC categories and Rs. 50/- for SC / ST categories in the form of DD / Bank Draft preferably from J&K Bank in favour of Chief Accounts Officer Relief Organisation (M) Jammu payable at Jammu.

VII. Criteria for shortlisting of the candidates for interview:

(a) Where the number of candidates is large and it is not possible / convenient to call all the candidates for interview, the short-listing of candidates shall be done in the following manner.

i. Total point for shortlisting: 100 Points

ii. Weightage to be given to the marks obtained in the matriculation: 90 Points

iii. Points to be awarded for higher qualification (upto 10+2): 10 Points

(b) On the basis of the total worked out, the candidates shall be shortlisted, category-wise in the ratio of 1:5 i.e, for one post, 5 candidates shall be shortlisted for interview, if the number of candidates who have applied is at least more than seven times the number of posts in the category.

(c) Where the cut-off merit for a category is more than the one fixed for general category candidates, such number of category candidates figuring between the cut-off merit for such category and that fixed for the open merit category shall be called over and above in the ratio of 1:5 for interview, e.g. if the cut off merit for open merit category is 70 and that of RBA category / any other reserved category is 75, the candidates falling in such reserved category in the merit between 75 to 70 shall be called for interview over and above the prescribed ratio of 1:5.

(d) Horizontal reservation for physically challenged persons to the extent of 3% shall be followed strictly in accordance with the policy of reservation rules in such cases.

VIII. No additional points shall be given for any additional qualification above (10+2).

IX. Candidates have to submit application forms complete in all respect in the office of Relief and Rehabilitation Commissioner (Migrants), Canal Road, Jammu (J&K) on all working days between 11:00 AM to 03:00 PM by or before 21-03-2018 either personally or through Registered Post only.

The Application received through Registered Post after the cut-off date shall not be entertained. No courier shall be accepted.

X. The candidate eligible for appointment against the post as advertised under the notification shall have to work within the Kashmir valley and shall not be eligible for transfer outside the valley under any circumstances at any stage for reason(s) whatsoever.

The appointment orders of the selected candidate(s) shall be issued only after the selectee(s) reports in the valley after furnishing the requisite documents including the agreement in the prescribed form (copy of which is given at Annexure “B”).

XI. A candidate found guilty of impersonation, submitting fabricated / tampered documents / testimonials, for making statements which are incorrect or suppressing material information, will render him / her liable for Criminal Prosecution under rule of law.

XII. Canvassing / lobbing in any form will entail disqualification of the candidate concerned.

XIII. Criteria for Selection: The criteria for selection of the candidates shall be as under:

i. Total Points: 100 Points

ii. Weightage to matric marks: 60 Ponts

iii. Points for higher qualification (upto 10+2): 20 Points

iv. Points for viva-voce (including experience): 20 Points

The horizontal reservation for Physically Handicapped person to the extent of 3% would mean the reservation which would cut across the vertical reservation and the persons selected shall have to be placed in the appropriate category by making necessary adjustments.

In respect of Physically Challenged persons, the reservation shall be available only for services, posts and type of disability identified for the purpose by the competent authority under the provisions of Jammu & Kashmir Persons with Disability (Equal Opportunity, Protection of Rights and Full Participation Act, 1998 and to the extent specified therein.

Besides, the nature of disability for the post of Class-IV indicated in Order No. 62-SW of 2001; Dated: 13-03-2001 read with Government Order No. 147-SW of 2014; Dated: 17-06-2014 shall be adhered to in letter and spirit.
