SRINAGAR — Two major integrated solid-waste management projects with a combined estimated value of around ₹651 crore have entered the second round of tendering in Jammu and Kashmir, according to records on the government’s official e-procurement portal.
The projects include an integrated solid-waste management facility covering Anantnag, Mattan and Bijbehara, estimated at ₹383.47 crore, and another facility for Kathua, Lakhanpur, Parole and Hiranagar, estimated at ₹267.60 crore.
Both projects are currently listed as second calls on the government procurement portal.
The proposed facility for the Anantnag region has a processing capacity of 111 tonnes per day, while the Kathua-region project has a planned capacity of 41 tonnes per day.
Together, the two facilities would have a proposed processing capacity of 152 tonnes per day, with a combined estimated project value of approximately ₹651 crore.
The appearance of the projects as second calls raises questions over the outcome of the initial tender process, including whether bids received during the first calls met the prescribed technical and financial requirements.
The tender listings, however, do not specify why the projects have been re-tendered.
A second call can arise from various procurement circumstances, including inadequate bidder response, technical issues, rejection of bids or other developments during the tendering process.
The Anantnag project covers three major urban areas of south Kashmir, while the Kathua project extends to several urban and semi-urban areas in the Jammu region, according to the supplied material.
The proposed investments come as solid-waste management remains a continuing challenge for urban local bodies across Jammu and Kashmir, with authorities increasingly focusing on integrated processing, scientific disposal and remediation of legacy waste.
The current procurement records do not indicate when either facility is expected to become operational.
The outcome of the fresh tender process will determine whether the projects proceed to the implementation stage.
The government has not publicly detailed, in the tender records reviewed, the reason for the failure of the first calls.
