Future of casual appointees in doldrums after the split of JK into UTs

SRINAGAR — Future of thousands of temporary appointees is in doldrums as there is no concept of temporary jobs in Union Territories (UTs).

Various previous governments have appointed thousands of youth under temporary arrangements in different department from time to time, but despite the promises of regularizing their services by the successive governments of erstwhile Jammu and Kashmir State, nothing to this effect was done.

Now that Jammu and Kashmir has been bifurcated into two UTs Jammu Kashmir and Ladakh, the future of these temporarily engaged youth seems to be bleak as there is no provision of temporary engagements in the newly formed UTs.

It has been learnt from sources that there is no provision of daily wagers, contingent employees, consolidated or casual employees in a UT, as any appointments here are of permanent in nature, which means that there is a strong apprehension that all the temporary engagements may be nullified by the UT government.

According to rough estimates, there are more than 60,000 people who were appointed against different arrangements by the successive governments in the past in Jammu, Kashmir and Ladakh, who were never regularized, despite the promises and assurances to this effect from time to time.

The fact of the matter is that these adhocees and temporary appointees have not been paid their wages for months, against which they have been regularly organizing protests to press for the payment of their pending salaries.

It was only after such protests that wages for few months on installment basis were released in their favour but after Jammu and Kashmir having been divided into two union territories, the very surety of continuation of their engagements has fallen into danger zone.

It is only the Centre and the UT government which can come to their rescue and take some positive decision towards continuation of their engagements or regularizing their services, otherwise there is every possibility that thousands of such appointees and casuals will be rendered jobless and the issue of unemployment faced by J&K youth will increase further and many folds.
