
SRINAGAR — The Jammu and Kashmir Government has notified the Jammu and Kashmir City Gas Distribution Policy, 2026, aimed at expanding access to piped natural gas (PNG) and compressed natural gas (CNG) across all 20 districts of the Union Territory.
The policy was approved by the Council of Ministers and provides a framework for developing city gas distribution networks to supply PNG to households, commercial establishments and industries, while promoting CNG for transport and other applications.
Under the policy, the government will streamline clearances and approval procedures for city gas infrastructure, including CNG stations, while facilitating the phased expansion of gas distribution networks across Jammu and Kashmir.
A key focus of the framework is connectivity to industrial estates, with the government seeking to facilitate access to natural gas for industrial and commercial users.
The move is intended to provide an alternative fuel source for businesses and industries while supporting cleaner production and reducing dependence on conventional fuels.
The policy also envisages supporting infrastructure and wider gas connectivity across all 20 districts.
A single-window mechanism will be used to simplify approval and clearance processes for city gas distribution projects while retaining applicable regulatory and safety requirements.
The government said greater adoption of PNG and CNG would contribute to cleaner urban environments by reducing air pollution associated with conventional fuels.
The policy also seeks to encourage investment in green-energy infrastructure and create employment and skill-development opportunities through the expansion of the city gas sector.
The proposed network will be connected to the national gas grid through the Gurdaspur-Jammu pipeline, providing a broader energy supply framework for Jammu and Kashmir and facilitating access to natural gas.
The policy also provides for local employment and training opportunities linked to the expansion of gas distribution infrastructure and related services.
Chief Minister Omar Abdullah congratulated Minister Satish Sharma and the concerned department on the policy initiative, describing it as an important step towards expanding cleaner energy access and supporting economic activity across Jammu and Kashmir.
