J&K notifies Electric Vehicle Policy-2026, targets 1.4 lakh EVs by 2032

Six-year policy envisages 900 public charging sites, winter-performance standards, loan interest support and incentives for early adopters

SRINAGAR — The Jammu and Kashmir Government has notified the J&K Electric Vehicle Policy-2026, setting out a six-year roadmap for expanding electric mobility across the Union Territory from 2026 to 2032.

The policy was approved by the Council of Ministers chaired by Chief Minister Omar Abdullah and aims to accelerate electric vehicle adoption, strengthen charging infrastructure and develop an enabling ecosystem across all 20 districts of Jammu and Kashmir.

It targets 1.40 lakh electric vehicles by 2032, supported by demand incentives, climate-specific infrastructure, power-grid integration, public-private partnerships, skill development and employment generation.

Under its infrastructure roadmap, the policy envisages 900 public charging sites, including 140 fast-charging hubs along urban grids and highway corridors.

It also provides for EV-ready parking, with building bye-laws mandating EV-readiness for 20 per cent of parking capacity.

Recognising Jammu and Kashmir’s climatic conditions, the policy introduces a Specialised Winter Validation Protocol under which electric vehicles will undergo winter-performance validation, particularly for operation in snow and sub-zero temperatures.

The policy also seeks managed integration of EV charging demand with the power system.

To encourage adoption, it provides for interest subvention of 3 to 5 per cent on EV loans for up to 36 months, with higher support aimed at reducing ownership costs for eligible beneficiaries.

A scrappage-linked incentive has also been provided, with an annual budgetary provision of ₹50 crore to encourage replacement of old vehicles with electric vehicles.

The policy further provides early-adopter top-up incentives for the first 15,800 eligible adopters. These include ₹15 lakh for the first 300 e-buses, ₹1 lakh for the first 1,500 personal cars and ₹5,000 for the first 10,000 two-wheelers, subject to the eligibility criteria and other conditions prescribed under the policy.

The government has also envisaged phase-wise electrification of vehicle fleets, expansion of charging networks, greater private-sector participation and development of skilled manpower for the emerging electric mobility sector.

Chief Minister Omar Abdullah congratulated Transport Minister Satish Sharma and the Transport Department following notification of the policy.

Abdullah said the policy provides a structured framework for promoting clean transport while taking into account Jammu and Kashmir’s terrain and cold-weather conditions.

The notification marks the formal implementation of the government’s six-year strategy for expanding cleaner mobility, strengthening supporting infrastructure and creating opportunities in the electric mobility sector.
