Task force constituted to regulate sale of acid in Srinagar

SRINAGAR — The authorities on Thursday ordered for the constitution of an 11-member surveillance task force committee to regulate the sale of acid and corrosive substances in Srinagar district following an acid attack on a 24-year-old girl a couple of days ago.

According to an order issued by Deputy Commissioner Srinagar, Mohammad Aijaz, a copy of which lies with Kashmir News Service (KNS), immediate remedial measures are required to fix the responsibility in view of the recent horrifying acid attack in Srinagar.

“Accordingly, a surveillance Task Force to regulate the sale of acid/corrosive substances in district Srinagar is hereby constituted,” reads the order.

The Task Force will comprise of Additional District Magistrate, Srinagar, Dr Syed Mohammad Haneef Balki, SP headquarter, Arif Shah, Jatin Kishore (IAS Probation) Shiban Siddarth (IPS Probation), Deputy Controller Enforcement Legal Metrology, Muzaffar Ahmad Wani, Assistant Labour Commissioner, Arshid Qadir, SDPO Mahraj Gunj, Mohammad Aslam Wani SDPO Shaheed Gunj, Fayaz Hussain Shah, Assistant Director Food South, Mushtaq Ahmad, Assistant Director Food, North Mohammad Yousuf and Assistant Drug Controller, Mohammad Younis.

As per the order, the team shall conduct a survey regarding the unregulated, unauthorised and illegal sale of acid and corrosive substances in light of the order of the Supreme Court in ‘Laxmi Vs Union of India & others’ case.

It reads that the team shall furnish a report within two weeks along with specific recommendations regarding action to be taken.

“The team shall be competent to seal premises, commercial establishments found indulging in illegal and unauthorised sale of acid and corrosive substances and shall ensure that no one is allowed to buy, sell, use, store, distribute, transport acid and corrosive substances in contravention to rules and laws governing the same,” it reads.

It reads that the team shall ensure that every license-holder shall maintain a register recording of all sales of acid and corrosive substances, other than those used by a chemist and druggist for dispensing or compounding in compliance with the prescription of a medical or veterinary practitioner.

“The following particulars shall be entered in such register in respect of each sale, namely: (a) Serial No. (b) Date of sale. (c) Name, telephone number and address of the purchaser. (d) Name of the acid/corrosive substance. (e) Quantity sold. (f) Signature of purchaser or thumb impression, if illiterate or in case of purchase by post, date of the letter or written order and reference to the origins in the file in which preserved. (g) Signature of the dealer,” it reads.
