J&K Cadre abolished from Civil Services list

SRINAGAR — The Jammu and Kashmir Cadre of Civil Services was formally abolished by the Central Government on Wednesday and also did away with five year long age relaxation for the local youth in Civil Services Examinations conducted by Union Public Service Commission (UPSC).

Making Jammu and Kashmir a part of Union Territories of Arunachal Pradesh, Goa and Mizoram (AGMUT), Central Government brought Jammu and Kashmir at par with rest of the Union Territories (UTs) of the country.

It has been learnt that the Department of Personnel and Training, Government of India, formally abolished the cadre of Jammu and Kashmir of Civil Services through a notification.

As per the abolishment order, the Civil Services batch of 2020 will not be eligible for Jammu and Kashmir cadre for the first time and those seeking this cadre will have to apply for AGUMT cadre and depending upon the vacancies available in Jammu and Kashmir, they will get posting in Union Territory.

Pertinently after converting Jammu and Kashmir into two Union Territories, Government had assured that those IAS, IPS and IFS already posted in Jammu and Kashmir will retain their cadre, without being merged into AGMUT cadre and this will apply on the officers working here till 2019, while those seeking posting in Jammu and Kashmir after 2020 UPSC batch, will have to opt under AGMUT cadre.

Department of Personnel and Training has also done away with the 5 year age relaxation for local aspirants for Civil Services in their examinations, granted in 1990 after the spread of militancy and a large number of people migrating from Valley.

According to sources, since the condition in the view of Government does not exist anymore, it has withdrawn the relaxation. This was a special relaxation given to the youth of Jammu and Kashmir. While in rest of the country, the age limit for appearing in Civil Services examinations for General category is 32 years, 35 for Other Backward Classes (OBCs) and 37 for Schedule Castes (SCs).

After the abrogation of Article 370 and 35-A and bifurcation of the State into two Union Territories (UTs), Jammu and Kashmir and Ladakh, the Central Government has decided to bring Jammu and Kashmir under UT laws and the fresh notification issued in the context of Civil Services is a step towards bringing Jammu and Kashmir at par with other UTs of the country.
