SKIMS releases selection list for senior residency posts ‘without advertisement’

Srinagar: A recently issued selection list for senior residents at Sher-e-Kashmir Institute of Medical Sciences (SKIMS) has come under question, with candidates alleging that no advertisement notification was issued for filling the posts. The SKIMS administration has, however, defended the selection stating that “no rules were flouted”.

On 14 January, SKIMS issued a list about selection for 12 posts of senior resident at the Institute. While six of the candidates have been selected in Department of Surgery, the remaining posts have been distributed among four other departments.

“Pending recommendations of designated selection committee on the subject, sanction is hereby accorded to engagement of the candidates”, reads the selection list.

A delegation of aggrieved candidates alleged that the list came as a surprise to them as no advertisement notification was issued by the institute. “While I was waiting for SKIMS to advertise the posts so that I could apply, a friend working at the institute sent me the selection list,” a candidate said.

Another candidate alleged since the posts had not been advertised that pointed towards “a design to fill up the vacancies in hush-hush manner”. “The entire selection process was carried out silently,” he said, adding the selection was “a clear case of nepotism”.

Another candidate who had recently graduated from SKIMS said he and other of his batch mates did not get any chance to appear in interview. In 2018, SKIMS converted 100 posts of senior residents into junior resident in order to fill these vacancies. A year earlier, the then administration had abolished junior residency and converted them top senior resident posts.

An official at SKIMS said that there was a gross shortage of senior residents at the institute, especially in some departments, and this was hampering patient care.

Director SKIMS, Prof Omar Javed Shah said that the posts filled were those where selections needed to be made “immediately”. “Patients were suffering and we had already received applications from these candidates earlier,” he said.

He said that no rules had been flouted and it was not necessary that advertisement be made for these posts. “However, as a norm, we advertise these tenure posts and will do that again soon,” he said adding that a majority of the posts were vacant.
