SRINAGAR — Five days after the Jammu and Kashmir Service Selection Board started receiving job applications for 8,575 Class IV posts, aspirants across J&K are still in confusion as maximum qualification for the posts has been fixed up to 12th standard only.

Rising Kashmir reported that scores of job aspirants from various parts of Jammu and Kashmir on Tuesday expressed their resentment against the authorities as the admin has fixed maximum eligibility as 12th standard, while leaving thousands of degree holders in lurch.

As per the aggrieved aspirants, both graduates and degree holders have not been given a chance to apply for Class IV posts and irony is that they cannot mention their degrees while applying for the same equipment process.

Rafiq Ahmad, a job aspirant from Pulwama said in view of higher unemployment rate in J&K, the government should change their criteria to maximum graduation level.

“The minimum qualification for these posts is 10th and maximum qualification is 12th standard. But in future, aspirants cannot claim for the higher post as per his/her qualification so at the end our degrees became useless,” he said.

Ahmad said if a candidate applying for Class IV posts can’t mention higher qualifications above 12th standard and if the same candidate wants to apply for other posts, it can create problems in the future.

Earlier on June 26, Jammu and Kashmir Service Selection Board (JKSSB) published a recruitment notice for over 8,000 Class IV posts on its official website.

There are different numbers of vacancies available for different districts with 463 posts for UT cadre, 1616 for Divisional Cadre Kashmir.

The candidate should be a domicile of J&K in accordance with Notifications issued by the Ministry of Home Affairs, Government of India.

Another aspirant, Shoaib Mohammad from Srinagar, stated that the problem is that if one mentions 12th class eligibility, then he or she automatically becomes ineligible for Accounts Assistant (Panchayat) posts.

“Who has framed these notifications, is there any logic in this?” Mohammad questioned. There should be clarification from the administration regarding these things, he said.

He said, “Everyone is eligible for these posts whether one has done Ph.D. or Post Graduation but at the time of registration one has to submit 12th standard as his or her maximum qualification.”

“There is the unemployment rate at its peak in Jammu and Kashmir and now the government has done another disaster by mentioning maximum qualification as Class 12th,” he said.

Sahil Dhar, a job aspirant from Jammu stated that the government should abolish the notification and mention post-graduation as maximum qualification and 12th as a minimum qualification for these posts.

“We are duped by the government and it is done just to vote bank politics. Government should come forward with a clear vision of eligibility criteria so that our hard work will not go in vain,” he said.

The aggrieved aspirants threatened for protests in both Jammu and Srinagar, if criteria would not be changed for these posts and they also stated that they would be approaching the court for the same.

Chairman JKSSB, Khalid Jahangir said that the qualification criteria for the Class IV advertisement are prescribed by the government and JKSSB is merely a recruiting agency.

“Recruitment rules are framed by the government and the Board is merely a recruiting body. We have to advertise the same criteria and we cannot modify them,” he said.

Another official at JKSSB said that from past five days, they have received thousands of distressed calls from the aspirants but we are helpless at our end.

“It is an administration issue and they can answer more about the same issue,” the official said, adding that role of the Board is limited to the recruitment process only.

Advisor to Lieutenant Governor GC Murmu, Farooq Khan said that he has no time to reply to these questions. “I am busy and cannot answer these questions,” he said.
