PRIs clash with MLA over development priorities in Shopian

SHOPIAN — A conflict has surfaced in Shopian between local Panchayati Raj Institution (PRI) representatives and Members of the Legislative Assembly (MLAs) regarding the power and authority and prioritisation in government works.

The friction began when a ruling National Conference (NC) MLA Showkat Ganaie stated that party workers of NC should be prioritized in local development projects, sparking criticism and an outcry among PRI members who argue that this undermines the role of grassroots governance. This led to a war of words between the legislator and the PRI members.

In response, the District Development Council (DDC) of Shopian on Saturday passed a resolution condemning the MLA’s statement, emphasizing that planning processes should include comprehensive consultations with Gram Sabhas (village councils) and local governance bodies to ensure transparent and representative decision-making.

Meanwhile, DDC member Aijaz Ahmad Mir from Zainapora-II warned that if clear directives are not issued by the Chief Minister’s and Lieutenant Governor’s offices, this conflict could escalate into a “full-fledged war” between MLAs and DDC members.

While speaking to local news agency ANB, Aijaz Mir, a former legislator from Wacchi (now renamed as Zainapora after the recent delimitation) said the remarks of sitting MLA Showkat Ganaie is an indication that in the near future, there will be a “full-fledged war between MLAs and DDC members.”

Mir, along with the other DDC members including the DDC Chairperson Bilqeesa, have formed the Shopian Development Front (SDF). They have called for a fair approach that honours the authority of local governance bodies alongside legislative representatives.

He said the projects and plans will be finalised after proper consultations with the public at Gram Sabhas in every Gram Panchayat. “We won’t let MLAs dictate terms to us,” he said.

Mir said there should be clear-cut directions from the Chief Minister’s and Lieutenant Governor’s office on the devolution of powers. “As of now, we (PRIs) hold the powers,” he said.

The situation highlights the need for well-defined guidelines outlining the roles and responsibilities of both PRIs and legislators. While PRIs are essential in local governance and grassroots representation, MLAs play a crucial role in shaping policy at a higher level.

The local leaders are urging for a policy direction from the state’s highest offices to prevent further disruptions in governance and development in Shopian.
